First French edition. "Justifies colonial taxation as an ancient practice"--Howes B182. This edition, apparently published with the support of the British government, was intended to counteract Holland's strong pro-French sentiments. England feared that Holland would be pulled into the Revolutionary War on the side of the Americans and French.
